>>>> ANOTHER BIG ENDORSEMENT OF FINANCE CHAIRMAN DELGAUDIO Tripple-A Bond Ratings Reaffirmed

For the past 4 years, I have served as Chairman of the Finance Committee of the Board of Supervisors and together with a six member majority have put in place many financial controls such as limiting the new debt or capping it. This had never been done in the history of Loudoun.

As a result, Loudoun County's triple-A bond ratings have been reaffirmed by all three major bond rating agencies, County Administrator Kirby M. Bowers announced today. Moody's, Standard and Poor's, and Fitch Ratings issued the ratings in advance of the sale of $235 million in General Obligation Public Improvement and Refunding Bonds on May 30.

In reaffirming Loudoun's Aaa bond rating, Moody's cited "the county's strong and diverse tax base, high wealth levels, consistently solid financial performance and moderate debt levels," adding that it expected these factors to remain favorable. Moody's added that it "anticipates that the experienced management team's history of prudent fiscal management will support maintenance of strong fiscal flexibility."

The Fitch Ratings report added that Loudoun "has demonstrated strong financial management by building and maintaining ample reserves in all governmental operating funds and through solid financial planning and performance," noting that "the stability of financial operations is notable, given the county's rapid growth."
